A Pennsylvania cop by the name of Officer Ryan Luckenbaugh is now facing assault charges after his dash camera caught him kicking a skateboarder in the face. The man was sitting down handcuffed when he was assaulted by the officer.
The Officer is being accused of excessive force and providing a false report on the incident. The event took place in May 2015, after two skateboarders were stopped for going against traffic.
