An off duty cop fatally shot a woman after suspecting her of shoplifting in Houston. Shelley Frey along with three accomplices ran out of the store after being confronted for stealing and ran outside to their car. When they attempted to flee the cop shot at the car and one of the bullets pierced her in neck. They also fled with two small children in the car . Unfortunately this woman was killed for something she thought would be painless and quick.
